Canada drafts stablecoin rules: redemption fees capped at 1%, interest payments prohibited

Canada’s draft stablecoin rules proposed on Saturday cap stablecoin redemption fees at 1% and prohibit the payment of interest. The draft requires companies issuing stablecoins to provide real-money backing for each token and to return it upon request. Each token must be backed one-to-one by reserves such as cash and government debt maturing within three months, and these reserves must be held in a segregated account with a Canadian custodian institution to protect against issuer insolvency. Holders may redeem any amount within three business days, with fees capped at 1%. In addition, issuers may not pay interest for holding tokens, nor may they pay interest through third parties. The draft takes effect on March 26, 2026, and is expected to be implemented in autumn 2027.

Canadian Prime Minister: Canada-U.S. trade talks have accelerated somewhat, but no agreement has been reached yet.

According to CoinWorld news, Canadian Prime Minister Carney said that Canada-U.S. trade negotiations have accelerated slightly recently, with progress mainly due to a softening of the U.S. position. He stressed that Canada will still not accept the agreement conditions proposed by the United States in August, and the two sides remain at odds over steel, aluminum, auto tariffs, and tariff relief for medium- and heavy-duty trucks. The previous negotiations broke down on August 21, after which the United States imposed a 50% tariff on about $20 billion worth of Canadian goods, and Canada retaliated with equivalent measures on U.S. goods. White House economic adviser Hassett said the two sides are very close to reaching an agreement, and Trump also said the deal could be reached soon. But another U.S. official said Washington still believes Canada has not made enough concessions, and the outlook for the negotiations remains unclear.

Four French financial institutions recommend allowing stablecoin rewards and oppose expanding the scope of the ban.

Coin World news: The French Ministry of Finance, the Financial Markets Authority, the Bank of France, and the Prudential Supervision and Resolution Authority have recommended that the European Commission allow third parties to distribute stablecoin rewards under specific conditions, and oppose extending the interest ban to staking and lending activities. The four institutions argue that platforms should disclose reward information and must not promise guaranteed returns, and that regulators should monitor the impact of rewards on bank deposits. The European Central Bank and EU national central banks advocate maintaining the ban and including rewards as well as lending and staking activities within the restrictions. The European Commission must submit the MiCA review report by June 30, 2027.

CFTC Chair: Disappointed that the CLARITY Act did not pass

CoinWorld news: U.S. Commodity Futures Trading Commission Chairman Mike Selig expressed disappointment that Congress failed to pass the CLARITY Act, which would have ensured customer protections for crypto asset trading. Mike Selig is advancing a voluntary federal registration path for crypto exchanges, applying to the crypto market the same protections as the U.S. derivatives market, covering platforms that offer leveraged, margin, or financing-based retail trading. A Senate vote on September 15 failed to advance the bill by 49 to 50. The U.S. Commodity Futures Trading Commission already sought public comment on the relevant framework on October 5, with a deadline of December 14.
