Circle USDC receives a major EU electronic money designation, raising regulatory requirements.
Circle's USDC becomes the first stablecoin to receive the EU's significant e-money token designation, facing new regulatory scrutiny. The European Banking Authority (EBA) announced on October 14 that it selected USDC from among 45 e-money tokens, and starting November 12, financial safeguard supervision of USDC will be jointly handled by the EBA and France's banking regulator. This designation does not imply a new issuance authorization, and Circle already operates through a licensed European entity. The new classification changes how the French entity's activities related to the token are supervised, and Circle must also comply with additional requirements under Article 58, including conducting an independent audit of reserve assets every six months. The framework sets higher standards for reserve management, liquidity, and financial resources. The direct consequence is that the compliance structure has become stricter, while USDC's dollar peg remains unchanged.
